Town borrows $873,617 for the water treatment plant upgrades

A regular meeting of the Council for the Town of Grenfell was held on Thursday, July 7, 2011 in the Town Council Chamber at 7:00 p.m.

Present were Acting Mayor Gary Cole, Aldermen Rod Wolfe, Bruce Urschel, Tyler Carles, and Administrator Suzanne Hawkshaw.  Absent were Aldermen Colin Traub, Randy Schatz and Mayor Marc Saleski.

Gary Cole was appointed Acting Mayor in the absence of the Mayor and the Deputy-Mayor.

Acting Mayor Gary Cole called the meeting to order @ 7:00 p.m.

That the agenda be accepted as a guideline for this meeting.                 

That the minutes of the last regular meeting of Thursday June 26, 2011 be accepted as circulated.

That the accounts cheque #24083 to cheque #24144 and Global payments all totalling $218,647.19 be approved for payment.                    

Corporal John Ermel and Constable Mike Shortland of the R.C.M.P. attended to discuss policing issues.

That the correspondence from the following having been read and dealt with, now and be filed:

1). R.C.M.P. -2011 rates and detachment advisory committee.

 2). Pinter & Associates- Jasmine leaving Pinter & Associates.

3). Government of Saskatchewan-Medium risk Building Canada Fund, water plant project requesting meeting.

4). Saskatchewan Crime Stoppers-Thank you for the donation.

That the reports from the Aldermen, Administrator, Sask. Health - Provincial Lab, SUMA –   Urban Updates, Red Coat Waste Resource Authority, Water Plant Operations and Fine Revenue be accepted as presented.  That we extend the 5% discount for payment of property taxes from July 4 to July 8, 2011 inclusive due to the Canada Post issues, the remainder of July shall remain at 4%.                                  

That Bylaw No. 677-11 being a bylaw of the NO. 677-11: Town of Grenfell in the province of Saskatchewan to provide for the collection of water rates and sewer charges to be read a first time.  

That Bylaw No. 677-11 being a bylaw of the  Town of Grenfell in the province of Saskatchewan to provide for the collection of water rates and sewer charges be read a second time.

That Bylaw No. 677-11 being a bylaw of the Town of Grenfell in the province of Saskatchewan to provide for the collection of water rates and sewer charges be given three readings at this meeting.                       .

That Bylaw No. 677-11 being a bylaw of the Town of Grenfell in the province of Saskatchewan to provide for the collection of water rates and sewer charges be read a third time and adopted.                        

That we borrow $873,617.78 at a rate of  4.5% over ten years from the Horizon Credit Union with a pre-payment option with no penalty.

That we approve Building Permit Application No. 2011-07 (Fuchs) conditional plan review and inspections are done by South West Inspection Services.

That we approve Moving Permit Application  No. 2011-08 (Truck Boneyard).

NO. 2011-08          

That we appoint Shirley Longmuir to the  Grenfell Library Board.                                

That we allow the frontage variance of four feet on Lot 1, Block W, Plan BK101 and that we have no objection to the subdivision of his lot.                                 

That this meeting be adjourned.
